He was born in Afyon/Sandıklı. He completed his University Education in Konya Selçuk University.
Perçinkaya who started work life with Sümerbank in Afyon/Sandıklı, executed his reserve officer after high school teacher in a short time. He dealt with trade in Sultanhamam and Osmanbey. He worked as General Director in some private textile sectors.
Between 1994-2008, he worked as Director of Building Materials, Director of Equipment, Director of City Theatres and he made Head of Department by proxy. In that times, he was board member of ISFALT co. ULAŞIM Co. İMAR Co. He is still board member of İDO Co.
Halil İbrahim Perçinkaya who is investigative author and poet, besides chairmanship of Cinema Club in Istanbul, he undertook some roles in some theatre and movie works.
On 01/05th/ 2009, he was charged by Istanbul Metropolitan Municipality in 5th World Water Forum. He worked as Director of Administrative and Financial Affairs in General Secretariat of Water Forum.
On 07/15th/2009, he was appointed as director of Purchasing in Istanbul Metropolitan Municipality. PERÇİNKAYA who knows English and Arabic, is married and has four children.
