Mr. Mehmet Özçelik was born in Burdur, Turkey in 1965. He received his Bachelor’s Degree from Istanbul Technical University(ITU), Faculty of Civil Engineering in 1988. He worked as an Infrastructure Field Engineer and an Associate Site Manager at “Istanbul Halkali Housing Project 1st Phase” between the years of 1988 and 1991.He also worked as the Site Manager at the construction business of chief  Maintenance Engineering of Highways 17. Region until 1993.

Later, he worked as an engineer  at the directorate of  Building Inspection at Güngören District Municipality between the years of 1993 and 1994. He also served as the Director of Building Inspection between 1994 and 2002 and the Director of Technical Works at the same Municipality until the end of 2002. Mr. Özçelik was appointed as the Director of Transport Coordination at the IMM in December 2002 and he was appointed as the Director of Road Maintenace and Repair on October 12th, 2004.

He was appointed as the head of Road Maintenace and Infrastructure Coordination at Istanbul Metropolitan Municipality (IMM) since February 2nd,2012.
