Turan Konak who was born in 1973, Trabzon, completed his high school education in 1990 and later He graduated from Istanbul University-Faculty of Political Science, Department of Public Administration, with an honour degree,  in 1994. He started working for his MA degree in the same faculty. He prepared a thesis on "Inspection in Local Administrations" which offers "Local Ombudsman" as an alternative and examining the difficulties in the supervision of local administrations. In 2003, he continued the Beykent University International Politics Economics Administration (MBA) program.

In 1995, he started working in Istanbul Metropolitan Municipality Directorate of Town Committee Transactions, as Deputy Director. He worked for approximately 10 years to examine the biddings opened by Istanbul Metropolitan Municipality, and the documents related to these biddings. During this period, he participated at many seminars and meetings regarding 2886 State Bidding Law and 4734 Public Bidding Law. He worked for providing a healthy application of Public Bidding Law which came into force on 01st.01.2003. He also gained a great experience and information regarding bidding regulations. Turan Konak is also an inspector and did researches in this area, too. Turan Konak who speaks Englis, was appointed as Head of Department of Editorship and Conclusions  on 09th/01/2009.
