Muzaffer Hacımustafaoğlu was born in 1955, Trabzon. He completed his elemantary education in Trabzon, and graduated from IU-Faculty of Engineering, Department of Geophysics.
He worked as an engineer, and served as technical and administrative personnel in Istanbul. He worked in the ground-route analysis branch of the DHL Arifiye-Sincan Railway Project, and started to work in private sector again. Hacımustafaoğlu, completed his military service as reserve officer in charge of transportation. He later started to work at Bakırköy Municipality. He was a part of the establishment of Bagcilar Municipality, and worked there as the Director of Science Affairs, for a long time. During his duty, he got education about the subjects of governing a city and public administration, at Turkish Middle East Public Administration. While he was serving as the Technical Consultant to Mayor at Bagcilar Municipality, he was transferred to Istanbul Metropolitan Municipality-Council of Project Evaluation Coordination, and Prosecution. While he was working as Head of Transportation Department, he was appointed as Deputy Secretary General, in charge of transportation. Hacımustafaoglu is married with three children.
