Mevlüt Vural was born in 1952, Erzincan. He graduated from Istanbul University – Faculty of Science, Department of Geophysics-Geology in 1977. He became master engineer in the same university.

Vural worked as a branch manager at Istanbul Rural Services Provincial Directorate in 1986. In 1994 he worked at Subscription Affairs Directorate of ISKI and he was appointed to the Kartal Municipality Deputy-Mayor in 2004.Vural who was appointed as General Director of ISKI on April 2007 when  worked as the Deputy-Secretary-General of Istanbul Metropolitan Municipality on November 2005, was appointed as IMM Deputy-Secretary-General,responsible from Project and Investments by January 2010. Vural speaks English and Arabic, and is married with two children
