Mustafa Kemal İşler was born in 1974, Suşehri, Sivas. He completed his high school education in Bakırköy İmam Hatip High School in 1991. He graduated from Istanbul University-Faculty of Politic Science, Department of Public Administration in 1996. Currently, he is a graduate student at Marmara University-Institute of Social Sciences, Department of Economics History, and he is also participating in Beykent University International Politics Economics Business Administration (MBA) Program.

İşler started his career in 1997, at Istanbul Metropolitan Municipality. After working in various units of the Municipality, he was assigned as the Deputy Director to the Directorate of Florya Social Touristic Facilities in 2000. Mustafa Kemal İşler also works as an Inspector. İşler was assigned to the Directorate of Strategic Planning as a Director, on 24.05.2005. He's married with 2 children.
