He was born in Çorum, Mecitözü, 1975. He completed his primary and secondary educations in Manisa. He graduated from Trakya University, Medical Faculty. He completed his master degree in Beykent University, Institute of Social Sciences, Department of Hospitals and Health Institutions Management.

In 1998, he started to work in Istanbul Metropolitan Municipality, Directorate of Instant Relief and Rescue. He worked as Responsible Doctor of Güngören Treatment Center, project coordinator of Evde Sağlık Hizmeti (Health Service at home) and lecturer in Anadolu Bil Vocational School of Higher Education. Muzaffer Saraç who was appointed as Head of Health and Social Services on 11/11th/2009 while he worked as Head Doctor in Şehzadebaşı Medical Center, is married with two children.
