Bekir Köksal was born in 1972, Çorum. He gradeuated from Istanbul University-Faculty of Political Science, Department of Public Administration. He completed his MA degree at Marmara University-Department of SBE Local Administrations and Local Management.

He started his career in 1997, at the IMM Directorate of Research. He served as Deputy Director, at this directorate. On 18.03.1999, he was appointed to be an inspector at the Supervisory Board Department.

Between 1999 and 2003, he served at administrative positions in Darülaceze (Alm's House), Directorate of Health Affairs, and Handicapped People Center. On 23.12.2004, he became the director of Istanbul Province Governership-Local Administrations. Bekir Köksal was appointed to the Directorate of Handicapped People as director on 08.12.2006. He is also the Secretary General of Political Foundation.

Köksal is married with three children, and speaks English.
