Muhsin Doğan was born in Beyoğlu/İstanbul. Doğan completed elementary school in Ahmet Emin Yalman Elementary School, and high school education in Beyoğlu Trade High School. He graduated from Newport International University, Department of Business. He worked in the furniture-decoration sector, which was a family job.

Muhsin Doğan who was graduated from Business Department of Newport University, served as an administrator and Town Clerk at the Municipality of Beyoğlu between 1994-2004.

Doğan worked as a member of the Administrative Board of Kasımpaşa Sports Club, and a Congress Member at Fenerbahçe Sports Club.  Doğan has been working as the Town Clerk and Protocol Director at İstanbul Metropolitan Municipality since the year 2004.
