Adem Avcı was born in 1966, Yusufeli-Artvin. He completed his high school education in Yusufeli. He graduated from Erzurum Atatürk University Faculty of Science and Letters, Department of Arabic Language and Literature in 1988. Avcı, worked as a religious official in Yusufeli and then free lance between 1992 and 1995.

In 1995, he was appointed to Istanbul Bağcılar Municipality as a Principal Clerk. He continued to work in this position until June 2004. On 11.06.2004, he was appointed to be the Director at the Directorate of Cemeteries.  Avcı speaks Arabic and English, and is married with 3 children.
