Kenan Kırtıl was born in 1957, Erzincan-İliç. He graduated from Marmara University-Faculty of Economics and Administration Sciences in 1982. In 1977, he started his career as a clerk in Ministry of Development and Housing, Big Istanbul Main Plan Bureau. He served as a planner and supervisor in private sector between 1985 and 1994.

Kırtıl who has been worked as Director of IMM Credit and Director of Budget and Supervision since 1994, still works as Director of Finance and Head of Financial Services. Kırtıl is married and has two children.
