Mustafa Şahin was born in Düzce, 1973. He completed his elementary education in Düzce. He graduated from Anadolu University-Faculty of Economics and Administration, Department of Business Administration. Şahin earned his master's degree from Marmara University-Middleeastern and Islamic Countries Institute, Department of Economics. In 1997, he started working at Istanbul Metropolitan Municipality. He served as a clerk at the Directorate of Equipment and Merchandise untill 1999. From 1999 to February 2006, he worked as Deputy Administrator at the Directorate of Personnel Affairs. After this duty, Şahin was assigned to the Directorate of Human Resources as director. He is married with two children.
