Yılmaz Yıldız was born in 1965, İstanbul. He completed his elementary and high school education in Istanbul. In 1986, he graduated from Yıldız University-Department of Cartography Engineering. He worked at the Directorate General of Village Services between 1990 and 1994, as an engineer. Yıldız started working in Istanbul Metropolitan Municipality in 1994; and served as the Deputy Director at the Directorate of Cartography  between 1996 and 2001. Yılmaz Yıldız worked as the Director of the Department of Data Processing Coordination between 2001 and 2004; then, he became the Director at the Directorate of Cartography in June 2004. Yıldız earned an MA degree in 1998 from the Social Sciences Institute of Marmara University, on the subject of economics. Yıldız is married with three children.
