Bayram Ali Çakıroğlu was born in 1971, Rize. He completed his elementary and high school education in İstanbul. He graduated from Anadolu University-Faculty of Business Administration, Department of Administration and Organization. Çakıroğlu started to work at the Directorate of Municipal Police in 1995.

Between 1995 and 2005, he served at various units of the Directorate of Municipal Police. He worked as a chief at the A-field Directorate of Municipal Police. On 07/26th/2010 he was appointed as Director of Zoning Application. He continued his works in the frame of  principles of “İnsanları Yıkmadan Yıkmak” and “Beyaz Yıkımlar”. On 12/8th/2006, he was appointed as Director of Municipal Police Support Services. In there, he firstly worked for existence of history of Municipal Police. In this context, he provided publishing of the book, named as Osmanlıdan Günümüze Karikatürlerde Belediye Zabıtası” and “İhtisab Neferinden Zabıtaya” and “ Şehremanetinden Büyükşehir’e, Also he worked for publishing of the book “İlk Talimatnameler” which was Municipal Police of the ordinances, dated 1912-1913-1925 " in Turkish and Ottoman Turkish. He accelerated to scientific works of Municipal Police and developed automation system of municipal police penalties followed. Also he established Municipal Police mobile EDS vehicle and e-audit system. In 2007-2008-2009, thanks to him industrial ministry Award of Customer Service was taken. Çakıroğlu who is married with two children, continues to work for developing of Organization of Municipal Police.
