Adem BAŞTÜRK was born in 1950, Kayseri, Yeşilhisar and graduated from ITU Faculty of Civil Engineering as Civil Senior Engineer in 1972. After he worked in Kayseri Regional Directorate of State Hydraulic Works in a short time, he started to work as assistant in Yıldız Technical University in the same year.

He had been Stuttgart University of Germany for doctor's degree between the years 1974-1976 and in 1976 he took degrees of “Doctor Engineer” from ITU in 1976,”Assistant Professor of Academy” on water engineering in 1979, ”Assistant Professor of University” on Environmental Engineering, also in 1988 “Professor” from Yıldız Technical University.

Prof. Dr. Adem BAŞTÜRK, by 1994,worked as the Deputy Secretary General and then Secretary General in Istanbul Metropolitan Municipality and left his job by his own request.

In the general election on November 3, 2002 ,Prof.Dr. Adem BAŞTÜRK who was elected as deputy from Kayseri, was Head of Public Works, Reconstruction, Transportation and Tourism Commission specialization, Environmental Special Commission and the Turkish Group inter parliamentary Union membership, Head of Global warming Research Commission. On June 29, 2009, Prof. Dr. Adem Baştürk was appointed as Secretary General of İstanbul Metropolitan Municipality and he still continues this job.

Prof. Dr. Adem Baştürk who knows German and English, is married and has 4 children.
