He was born in Rize, 1957. He completed his primary, secondary, and high school education in Rize, then he completed his high education in Marmara University Faculty of Education, Education Institution, Department of Physical Training and Muğla University, Physical Training and Sport College.

Since 1980, Osman AVCI who teaches physical training nearly five years in Istanbul; during seventeen years, served as orderly Education Expertise, Controllers, Control Board Chair, Administrative and Social Affairs Manager, the Director of Sports Services Directorate in General Directorate of Maritime Operations.

Avcı who passed to Metropolitan Municipality in 1997, was responsible from sport investments and activities as a sport consultant. Respectively, he worked as Director of Information Technologies, Branch Manager of Press and Public Relations, Branch Manager in Department of Health.

Also, he was Board member of Spor Co., Board member of IMM Sport Club and Board member of Rize Sport Club in a long time.

In the years between 1982-1999, it is provided to be in the Premier League, he served to Turkish football as referee during 17 years.

In the period of Football Federation Presidency of Dr Levent BIÇAKCı and late Hasan DOĞAN, he was Observer Representative Assembly Member and Central Arbitration Committee Member.

In a long time, he was Head Office Manager of Association of active referees.

He is married with two children
