Abdurrahman Uçak was born in 1949, Batman. He completed his education in Elazığ-Engineering Architecture Academy. Later, he started working as a construction supervisor with contractor firms in Elazığ Highway Administration. After completing his military service, he continued serving at the construction supervisor position. Since 1984, he has been working as the head of Construction Department and a Deputy Mayor in various municipalities. Uçak, also worked as the Deputy Technical Director in Bağcılar Municipality, and became a member of Metropolitan Municipality Council.

Uçak has been working as a member in the Metropolitan Municipality Committee of Project Evaluation for a year. He was assigned as the head of Department of Science Affairs on 09.11.2005, and is married with 5 children.
