Mr .Atilla Alkan was born in 1975, Nevşehir - Ürgüp. He completed his high school education in Nevşehir Anatolian High School in 1992. he graduated from Yıldız Technical University-Faculty of Construction Department in 1996. He started  working at the Istanbul Metropolitan Municipality (IMM), the Directorate of Traffic in 1996. Mr. Alkan continued to work in Junction Design Unit until 1998. He completed his military service as a reserve officer between 1998 and 1999. After completing his military service, he worked in the establishment of Transportation Data Systems Unit in Directorate of Traffic Coordination. In the same unit, he also executed the main arteries detection works. In 2001, he was appointed as Highways Transportation Projects Control Engineer. In 2002, he was appointed as the Deputy Director responsible from Public Transportation, Transportation Data Systems Unit, and UKOME Secretariat Unit. In 2005, he was appointed as the Deputy Director responsible from Highways Transportation Project in Department of Transportaton Planning. Alkan became the Director of Transportation Planning in November 2005.

Mr. Atilla Alkan was appointed as the Head of the Department of Survey and Projects at the Istanbul Metropolitan Municipality (IMM) on May 09, 2011 and he currently serves in this position. Mr. Alkan speaks English and married with two child.
