Abdurrahman Ay was born in Kılavuzlar Village of Burdur, 1954. He completed primary school in his own village, high School in Burdur Imam Hatip High School and in 1978, he completed Management Faculty in 1978, Erzurum. He worked in accounting unit of MEYSEB Mersin Regional Directorate and worked as accountant in Turkey Agricultural Equipment Corporation. Between 05/15th/1996 – 07/14th/1997, he was Assistant director in Istanbul Metropolitan Municipality Directorate of Revenues. While he was working as Supervisor in supervisory board of Istanbul Metropolitan Municipality by 05/15th/1997, He was appointed as director of Budget and Supervision on 05/15th/2009.
