Hakkı TOK was born in Çaykara-Trabzon in 1968. Tok who graduated from the Faculty of Electrics-Electronics, Electronic Engineering Department of İTÜ in 1990, completed his master degree in Gebze Institute of Technology, Department of Computer Engineering.

TOK worked as a system engineer in İstanbul-İnformatics Network Department of Türk Telekom between 1991-1998. He also served as the manager of Information Processing Directorate and head of Information Processing Department between 1995-1998. After completing his military service as a reserve officer, he became the Technical Coordinator in Bilisis Informatics Systems Corporation. TOK, also served as an IT Director in AYCELL between the years 2002-2003. While he worked as a manager in AVEA IT after the merge of AYCELL-ARIA, he was appointed as the Head of İstanbul Metropolitan Municipality-Department of Information Technologies in February, 2006. Hakkı TOK is married and he has three children.
