Ferruh Arslan was born in 1964, Istanbul. He graduated from Istanbul University-Faculty of Law in 1990. Arslan worked as a self-employed lawyer for a while. He worked as a Principal Clerk at the Beyoğlu Municipality between 1994 and 1999. He worked as a lawyer at the Department of Law Affairs between 1999 and 2003, and became a coordinator in Beyoğlu Municipality- Beyoğlu Researches Center between 2003 and 2004.

Arslan currently serves as the director at Istanbul Metropolitan Municipality- Directorate of Media Affairs.
