Mrs. Hülya Kaya was born in Akşehir,Konya/Turkey in 1974. After completing her first bachelor’s degree in Public Administaration from the Hacettepe University in 1996, she received her second bachelor's degree from Ankara University, Faculty of Law in 2002. She attended both English and Public Relations courses for nine months at Nottingham University between the years of 2000 and 2001. She received her master's degree in Public Administration at the University of Portsmouth, UK in 2009.
After passing district governorship exam in Turkey, Mrs. Kaya started her public administration career in 1999. She served as the deputy district governor in Altıntekin, Konya-Oğuzlar,Çorum and Yenişarbademli, Isparta in Turkey. Later, she respectively worked as a District Governor in Eskil-Aksaray,Tut-Adıyaman and a Deputy Governor in Kahramanmaraş, in Turkey. While serving as a district governor in Sarayönü-Konya, she was appointed as secondment to the Istanbul Metropolitan Municipality (IMM).
While she was serving as an Assistant Secretary-General for the Istanbul Metropolitan Municipality (IMM), Mrs. Kaya has currently been serving as the Head of Media and Public Relations at the Istanbul Metropolitan Municipality, since July7th, 2011. She is also now serving as a Coordinator for Infrastructure Committee of Istanbul International Finance Centre Project (IFC-Istanbul)
She is married with two children.
