He was born in Giresun – Tirebolu, 1970. He completed his primary and secondary school in Tirebolu, and completed his high school education in Istanbul-Üsküdar. He graduated from Associate of Arts Degree of Anatolian University. In 1995, he started to work as Peace Officer in Istanbul Metropolitan Municipality and he was appointed to Staff of Municipal Officer in 1998 and he worked in directorship of this directorate. Between 2005-2010, he worked as Municipal Police Deputy Director in Bosphorus Housing.

By 01/15th/2010, Yılmaz who has been worked as Director of European Region Municipal Police, is married with four children
