Hüseyin Kaya was born in Sivas, Suşehri Yürekli Village, on 15th/04/1968. He finished his primary school in Istanbul and Yürekli Village, completed his secondary and high school education in Istanbul. In 1992, he graduated from Yıldız Technical University, Department of Map Engineering.

In the same year, he started to work in Kağıthane Municipality. In 1994, he transferred to Istanbul metropolitan Municipality and he started to work in Directorate of Domiciles and Shanty Affairs as Deputy director. In 1995, he completed his military service in Ankara Map General Command. After his military service, he worked in the same place until 1998. He worked chronologically as Deputy Director in Directorate Infrastructure Coordination between 1998-2002, Director of Domiciles and Shanty Affairs between 2002-2004, deputy director in Directorate Infrastructure Coordination between 2005-2009.  On 07/16th/2009, he was appointed as Director of Infrastructure Coordination.

Kaya who completed Economy Education besides map engineering, has economist title. Kaya who is married with three children, knows advanced English.
