After the regulations of 1982 Constitution the first General Election was held in 1983 and Motherland Party had won the election.

The first Local Elections was held in 1984. That was the beginning of Metropolis period and the winner of the Mayorship of Istanbul was Bedrettin Dalan of Motherland Party.

In the 4th local election period held in 18 April 1999 Ali Müfit GÜRTUNA was the winner of the local election for the Mayorship of the Municipality of Metropolitan Istanbul from Virtue Party.
