OBJECTIVE OF ESTABLISHMENT AND OPERATING AREA:
İstanbul Health Enterprise is founded in order to realize the health section of the local management services rendered by the municipality in the most extensive and active manner in the name of Istanbul Metropolitan Municipality, to provide coordination, to assume the mission of executing the related service in social terms in the name of the Metropolitan Municipality by adaptation of the facilities provided by state-of-the-art into health sector effectively.
The operating areas of Istanbul Health Enterprise can be outlined as follows:
1- To set up an operate all kinds of facilities such as surgeries, retirement homes, clinics, health center, maternity hospitals, fitness centers, day nurseries, physiotherapy halls, hospitals and the like in connection with human health.
2- To set up and operate x-ray, ultrasonography, computer-aided tomography and other medical devices together with diagnosis laboratories and similar facilities.
3- To perform manufacture, purchasing, sale, export and import of pharmaceutical cosmetics, medical-chemical substances, laboratory tools and equipment, all kinds of drugs, optical health and medical raw materials and materials,
4- To provide health and medication services for living organisms like animals and plants, to set up hospitals, treatment centers ands to render veterinary medication services to this end, to organize conferences in order to enhance the professional knowledge and experience of the physician and other health personnel of the company, to send such personnel to seminars, both domestic and abroad, and to attend such seminars.
Services:
The services of ISTANBUL HEALTH ENTERPRISE are carried out under two main categories.
I- Undertakings executed for Istanbul Metropolitan Municipality Head of Health Department.
II- Hospital and Policlinic Enterprise.
I- Undertakings executed for Istanbul Metropolitan Municipality Head of Health Department
ISTANBUL HEALTH ENTERPRISE carries out services for Pauper Asylum Directorate Kayışdağı Facilities connected to Istanbul Metropolitan Municipality Head of Health Department and Istanbul Center for Disabled and Florya Disabled Summer Camp of Health Directorate, Society Rehabilitation Project for Disabled, Home Health Services, Women Health Protection Services and Project of Istanbul Profession Acquisition Center for the Youth.
1- Istanbul Metropolitan Municipality Kayışdağı Pauper Asylum Enterprise:
Istanbul Health Enterprise has rendered services for Istanbul Metropolitan Municipality Kayışdağı Pauper Asylum Enterprise during 2000, 2001 and 2002 and continues the same in year 2003.
The facility established on a land of 150 square meters with a 50,000 m2 enclosed area:
provides service with its health and social units such as Self Sufficient Block, Partially Self Sufficient Block, Bedfast Block, Exclusive Pauper Units, Infantile Center, Policlinic Physiothetaphy Unit, Orthesis-Prosthesis, Sports facilities, Hobby garden, Mini zoo, Library, Rehabilitation Center, Masjid, Midras, Chapel.
Istanbul Health Enterprise persists its services for 427 paupers and children as from July 2003 in IBB's Kayışdağı Pauper Asylum Facilities.
Kayışdağı Pauper Asylum Facilities maintain regular services and health controls for paupers with chronic schizophrenia, neurology, internal diseases, orthopedics and other diseases, their individual cares are undertaken and rehabilitated.
A rehabilitation center is established within the scope of social rehabilitation of paupers. In the rehabilitation center, art, music, knitting, flower, wood painting, and similar hand skill workshops are given under the supervision of training attendants.
Our paupers are taken outside the enterprise for miscellaneous activities like TV program, theatre, concert, eating, breakfast, boat tour, sightseeing tour during the year and are provided with the opportunity to enjoy different atmospheres.
Moreover, an infantile center is constructed on the facility within the framework of Köln-Istanbul fraternal city cooperation. In accordance with the social examinations and evaluations undertaken now, our 31 children stricken by earthquake and in need of care aged between 6-12 are accommodated in the Infantile Center. Our children, whose needs are met within the limits of the possibilities of the facility, are raised with service consciousness and affability which they will become the equipped adults of the future.
2- Istanbul Center for the Disabled (ISÖM):
Istanbul Health Enterprise has rendered service in Istanbul Center for Disabled located at Tophane since its foundation and will proceed with its services in year 2003.
The information as to the economical status, family status, handicap, psychological status, disabled family inventory, etc. Are recorded into the computer medium.
Istanbul Health Enterprise provides consulting, training, physical rehabilitation, employment and coordination services for all disabled groups (those having problems due to sight, hearing, orthopedics, mental retardation and chronic disorders) at the building of Istanbul Disabled Training and Rehabilitation Center at Tophane, for spastic children in Spastic Children Rehabilitation Center at Kartal Dragos, for all disabled at Ça?layan Disabled Work Training Center.
Information, training, employment and rehabilitation services are delivered at Istanbul Center for Disabled which renders service for handicapped people of all ages that need help in order to continue their daily lives due to sight, hearing, orthopedic, mental and chronic disorders, and it is ensured that the people served by us reach a level whereby they need the least aid and become self-sufficient. The objective of Istanbul Center for Disabled is to deliver direct service or information service and, thus, to contribute to the solution of training, employment, social, rehabilitation, physical environment, economical and technical problems of the disabled individuals, and to keep the society and the relevant institutions informed about the disabled. Raising the qualities of the disabled individuals means the solution of many problems and automatically leads to the solution of prospective problems. Therefore, Istanbul Center for Disabled has undertaken miscellaneous studies in order to enable that the disabled, at least, reach a self-sufficient level, are informed sufficiently enough to understand the events, acquire a profession and find a job, and establish healthy relations with the other people.
Furthermore, the families of the disabled are also provided with rehabilitation service.
3- Florya Disabled Summer Camp:
Istanbul Metropolitan Municipality organizes camps for the disabled for 15-day periods by the sea and in Florya which is a copse area organized specially for the needs of disabled in summer season every year 15 May and 15 September.Approximately 1,200 disabled benefit from this service every year. Istanbul Health Enterprise has delivered this service in 2000, 2001 and 2002 and continues the same in year 2003.
Operating in coordination with Istanbul Center for Disabled, Florya Disabled Summer Camp deliver services for exclusively the disabled and their families. Due to various social activities, conferences, training seminars, psychological consulting services, sightseeing tours, amusement programs and social rehabilitation camp for the disabled, the physically and mentally handicapped and their families get the opportunity to meet and get to know each other.
The camp schedule covers 5 sections which are art-modeling, handicrafts, theatre studies, conferences, concerts, sports and music groups. The disabled choose one of five groups according to their inclinations and abilities. The handicrafts section include studies such as wood painting, glass painting, aluminum folio, beads, jewelry, and the like. In the night activities, meeting, good-bye party, birthday celebrations, concerts of various stars, quiz shows, skill shows, conferences, video-film displays are available. Furthermore, guided Bosphorus tours are organized for each group to provide information about the beauty and historical background of Istanbul.
4- Society Rehabilitation Project for the Disabled :
According to the assumptions of the World Health Organization, more than 300 million of the world population is disabled and more than 70% of this figure live in developed countries. However, merely 1-2 % of the disabled benefit from the rehabilitation services in developing countries. The others fail to be productive and are pushed outside the society as they do not benefit from the training and rehabilitation services.
Thus, Istanbul Metropolitan Municipality, in order to improve the status of the disabled, has assigned Istanbul Health Enterprise to implement ÖTYR Project (Society Rehabilitation Project for the Disabled), proposed by the World Health Organization for the developing countries and acknowledged by the scientific environments as the optimal training and rehabilitation model that can be realized with minimal qualified personnel and minimal cost, in Istanbul where, according to estimations, virtually 1 million disabled live among its 10 million population. Thus, a serious step will be taken to prevent disablement, to determine the needs of the disabled, and to provide them with rehabilitation and training and the data thereby obtained will be used in planning and service distribution.
Istanbul Health Enterprise has established local centers in Kağıthane, Bağcılar, Fatih within the scope of this project and get into contact with the disabled through mukhtars, local administrations and non-governmental organization. The needs of the disabled are identified with the forms of World Health Organization, the disabled are supported and rehabilitated with devices and training materials and thereby incorporated into the family and society.
5- Home Health Services:
Home Health Nursing aims to meet the medical and physical care and nourishment needs of the old with chronic disorders that need care in their homes, women with health problems, the disabled, the pregnant, the children for their developmental follow-up, provided that they live in Istanbul, and, thus, to maintain social, physical and spiritual health of the individual.
This study mainly consists of three stages. The first stage is composed of inventory and questionnaire studies and covers the determination of the patients that require nursing care at home. No other pre-condition is sought in determining the patients other than the lack of social security of the individual, need for nursing care and poverty. The above conditions are determined by social researchers trained in their subject areas. The second stage consist of supporting services. The people identified to be in need of financial aid and support in daily services are delivered support with the orientation of the Directorate of Health Affairs and through Aid Fund and Istanbul Foundation. The third stage services reflect the basic objective of the study and include three sections which are special therapy (physiotherapy, speaking therapy, small steps project), nursing services, patient care services. Following this stage, the patients may also be provided with assistance in issues like the supply of medical tools. As from the end of December 2002, 469,590 houses have been scanned, 10,472 houses have been visited by experts and 2,663 houses have been provided with service for 9,649 times in Kayışdağı-Kadıköy, Pendik, Maltepe, Bağcılar, Esenler, Kağıthane, Yedikule-Zeytinburnu, Şehzadebaşı, Fatih districts.
The project is again carried out by our company in year 2003. As from the end of June 2003, 241,924 houses have been scanned, 18,187 houses have been visited by experts and 6,035 houses have been provided with service for 33,237 times in Beşiktaş, Beyoğlu, Esenler, Gaziosmanpaşa, Güngören, Küçükekmece, Kartal, Maltepe, Ümraniye, Eminönüdistricts.
6- Woman Health Protection Project :
The foremost individual that sustain the family, the foundation stone of the society, is our mothers, our women and our daughters as to-be-mothers. With this study which is carried out in the name of Istanbul Metropolitan Municipality,
a) training services for woman and child health,
b) services for the protection of women from uterus cancer,
c) services for the protection of women from comedo cancer,
d) Services for the protection of women from osteolysis
Will be delivered to Istanbul citizens at centers located in Kartal, Pendik, Kadıköy, Bağcılar, Yedikule, Tozkoparan, Fatih, Kağıthane. With this service which has been commenced in 2003 in Pendik and Bağcılar, 8199 Osteoporosis measurements, 3421 Smear tests, 3247 breast examination and 624 mammography have been performed since 15 July 2003.
Moreover, in cooperation with Pendik and Bağcılar Municipalities, public training seminars have been organized on Osteoporosis, Uterus and Comedo Cancers, pregnancy and child care by the experts and our women and daughters have been illuminated on the subject.
7- Project of Profession Acquisition Center for the Youth:
In order to enable the men aged between 15-18 that live on the streets and have been neglected and exploited by the society and the family to acquire a profession and to become members of the society, Istanbul Metropolitan Municipality Profession Acquisition Center for the Youth (ISMEM) have been established as two units in Sirkeci and Tuzla in 2003 by Istanbul Metropolitan Municipality. While the foundation studies were ongoing, the institution started to admit children suitable to acquire profession among the applicants.
The main center established in Tuzla deliver service in order for the young people to complete their education, to acquire a profession and to become useful members for the society. The unit in Sirkeci operates as the "Initial Assessment Base".
The services of Istanbul Metropolitan Municipality Profession Acquisition Center for the Youth are carried out by our company.
Profession Acquisition : The young people joining the center start receiving professional education in accordance with their abilities and inclinations after undergoing the psycho-social examinations by Social Service Expert, Child Development Expert and the Psychologist. The professional education for computerized accounting, electrical-electronic technician education, cooking, tailoring, gardening, etc. are planned to be delivered in our center. Furthermore, studies are undertaken for other professional areas in accordance with the abilities and inclinations of the youth.
Education: the Child Development Expert performs the essential level determination. Apart from the education delivered at the institution, the young individual is given the opportunity to receive primary school or high school diploma.
Socialization Studies: social, cultural, artistic and sports activities are organized in the institution in order to allow the young individual to acquire behaviors suitable for the structure and moral values of the society.
Moreover, psychological support studies, routine health controls and the necessary medication are also performed.
II- Policlinic Enterprises
Kayışdağı Pauper Asylum Policlinic:
The first practice of the Municipality Model Hospital and Policlinic enterprise is implemented in Pauper Asylum Policlinic established by our company in Istanbul Metropolitan Municipality Kayışdağı Istanbul Pauper Asylum Facilities. Our policlinic admits patients since the beginning of 2002 November. 24-hour service is available at Pauper Asylum Policlinic which renders services in the branches of Internal Diseases, Woman-Birth, Child Care, Oral and Dental Care, Physiotherapy, general Surgery, Ear-Nose-Throat, Optical Care, Neurology, Skin Diseases, Urology, Acupuncture Pauper Asylum Policlinic also delivers x-ray, ultrasonography and all kinds of laboratory service.
