Objectives
Established in 1987 BELBİM’s main operation is data processing, project design, mapping and planning, providing electronics and electromechanical equipment for the municipal administrations of Istanbul, their partnerships as well as other state and private companies. Since 1994 new projects were launched by BELBİM which were not attempted in Turkey ever before.

Since 1994 BELBİM also got engaged in city planning and photogrammetric mapping projects, speeding up its efforts to complete updated plans and maps of Istanbul. Another operational branch is printing all kinds of material for the municipalities.
In 1995 BELBİM launched Project “Smart Ticket” (Akbil) for mass transport, being the first of its kind in Turkey.
Operations
Akbil (Smart Ticket):
One of Istanbul’s complicated problems in transportation is the use of different tickets, tokens and season tickets for different media of mass transportation. One of the cheapest among the world’s mass transportation systems hod the most expensive way of ticketing which also resulted in discoordination of different transport agencies, rendering statistical data impossible to collect and, giving rise to loss of time and money. BELBİM Corp.
Speeding up its efforts since 1994 on this problem developed the “Smart Ticket” (Akbil) as the final solution. The Akbil Project, being the first in Turkey and the biggest throughout the world serves 2.3 million passengers today.
Akbil as a World Record:
Akbil, integrating ticketing of 17 different media of transport belonging to 11 different agencies, was a primary achievement throughout the world. This project of giant dimensions has been completed in a time as short as 4 years. Akbil is exclusively BELBİM’s project and know-how financed by the Metropolitan Municipality carried out without foreign technological assistance or credit.
Akbil’s technology is based on the most advanced TOM (Touch on Memory) system. The electronic circuitry is in e steel case being effectively protected against mechanical shocks, static electric, and electromagnetic radiation. A touching face suffices for data transfer in and out of TOM.The Akbil project was first initiated in December 1994 on pilot bus lines.
Full-scale application started on 2nd April 1995 at Istanbul Sea Busses (İDO) Corp. This was followed by city bus lines, the metro, the tram, the Eminönü-Üsküdar boat lines, the “Nostalgic Tram”, other city boat lines, and private mass transport lines as well as the suburban train lines added recently.
Akbil 24 (Automatic Counter Refilling Devices):
The sharp increase in the number of Akbil users resulted in a rising demand for speedy counter refilling of Akbil electronic tickets.
This demand was met by the Akbil 24 (Automatic 24 hours counter refilling) device. Today 68 Akbil 24 devices serve our people throughout Istanbul. There is also an increase in the number of manual Akbil counter refilling stands.

Other Projects Throughout the World:
A visit to web page “Reliable Cashless transactions” on Dallas Semiconductor’s website http://www.ibutton.com reveals that Akbil is the largest project of its kind throughout the world when compared with other examples on that page like automatic billing of car parks in Argentina, vending machines in Canada, and/or automatic bus ticket system in China.
A certain photography album titled “A Revolution in Progress Through the Eyes of Photographers” which was introduced in CNN is exclusively interested in new technologies and their impact of on human life, indicating Akbil as one example.
Akbil’s Range of Application:
Akbil, thanks to its flexible infrastructure, is no longer just a smart ticket, but enters the area of employee work time control, car park billing, and electronic entrance control systems, as well as vending machines. The smart ticket eliminating the demand for small change boosts sales at vending machines. As a concrete example are the Akbil compatible Pepsi vending machines selling 18 times as fast as their classical counterparts. Akbil compatible vending machines for other products like hot and cold drinks, biscuits, chocolate and chips are also projected.

According to a contract signed with the Pepsi Company, her vending machines are equipped as Akbil compatible, which enables a one-touch-one-Pepsi sole
Car Parking Automation:
This is of Akbil’s new areas of application. With the help of this system detailed data may be collected on numbers of cars entering a certain parking at a certain time, thus eliminating illegal parking and billing. Today this car parking automation system is in service at the Üsküdar Municipality’s multi-storey car parking. Similar projects will be applied at the Harem Heavy Vehicle Parking and the İDO Yenikapı Fast Ferry Terminal Car Parking.
Employee Work Time Control:
Akbil may also be used as an employee work time control system. The hardware and software for this version of application is also developed by BELBİM’s engineers. Checking 44,120 personnel regularly, this system is applied at 80 checkpoints including the municipalities with the Metropolitan Municipality and the Istanbul Water and Sewers Administration (İSKİ) ranking first and second.
This is a unique example for its kind being applied as an “entrance control and security system” throughout the world.Other Operations
Production of Digital Photogrammetric Maps and Geographic Information Systems for the City:
These projects, not completed due to wrong choice of technology and methods, are reinitiated under the leadership of BELBİM using the “Digital Photogrammetry” technique and completed under the same term of administration.

Municipality of Istanbul12,000 photos are taken from air and digitized to form the map of an area of some 2200 squarekilometers in 1/1000 and 1/5000 scale.
The maps are delivered to the Metropolitan Municipality of Istanbul. Completing all these projects BELBİM has achieved a European record in square measures of land in producing photogrammetric maps.
The Sign Making Service:
Production of all kinds of ad panels, direction signs, illuminated ad panels, metal emboss letters, canvas boards, posters, paper labels, self sticking ads, serigraphy, plastic ID cards as well as lamination processes and folio cutting are performed in this department, in service of municipalities and private companies.
Air Pollution Measuring Vehicles:
As part of her activities BELBİM is operating measuring vehicles to determine air pollution and meteorological parameters precisely. These car-mounted equipments located in 11 different areas of Istanbul make independent measurings whereas data obtained are fed into a computer network for further analysis. All these technical equipment with its hardware and software are produced by the BELBİM Corp.
Initially it was projected to import these technology en masse (USD 46.000.-price for each vehicle), then the measuring equipment (for 10 vehicles) are imported only, whereas computer hardware, software, air conditioning equipment, power generators and the mobile lab cases are designed and produced by BELBİM.
The Environmental Protection and Control Directorate of the Metropolitan Municipality of Istanbul has all its measures taken in these labs processing their data as Istanbul’s pollution maps.
Printing House:
BELBİM’s printing house serves the Metropolitan Municipality and her companies as well as many state and private companies with printed material and stationary. Examples for the services may be printing posters, brochures, leaflets, etc. For the municipalities and private companies as well as printing tickets for trams and the City Municipal Theatre.
Press Follow Up Center:
Newspapers and other periodicals published nationwide are scanned for customer oriented news. These news are transmitted via parcel services or electronically to customers early in the morning, every day. Archiving and analysis services for press follow up are also available.
Other Operations
Updating in İSKİ’s general system’s hardware and software: All of the hardware and software İSKİ system are renovated and updated under a project supervised by BELBİM. The outdated Enterprise software with the Honeywell/Bull system requiring millions of dollars for maintenance only is completely removed from service and replaced by up-to-date technology of hardware. The system’s software is programmed anew under İSKİ-BELBİM cooperation taking into account the increasing needs and expectations.
Thus, the source program is İSKİ’s property enabling all kinds of change and updating without the need for permission from any other company. As a result of this project İSKİ enters the range of top big Turkish companies using Oracle software on DEC hardware. BELBİM is still serving İSKİ in scope of the project.
Passenger Information Displays: In range of this project the arrival and departure times and piers as well as destinations of the İDO sea busses are displayed on electronic panels produced by BELBİM: Displays of different sizes are demonstrated for İDO and the Ulaşım (Transportation) Corp.
And mass production offers are made. He goal is informing passengers by using high tech as well as the modernization of pier and station services.
Projects in Future:
Production of 20 air pollution measuring labs: BELBİM projects production of 20 more measuring labs in the new term. Electronic displays will be integrated in the system informing citizens with up-to-date data on air pollution.
Colored air photographs covering the area between the Bulgarian border and the Sakarya River will be taken to update maps.
The projected Istanbul City Information System will be based on maps mentioned above.
