
The work of the procurement and commissioning of 120 Metro Vehicles for Kadıköy-Kartal Railed Transport Public Transportation System will be tendered with open-end tender method in accordance with Article 19 of Public Procurement Law No 4734 Detailed information regarding the tender is provided below:

2- Goods in scope of the tender

4- The criteria for the adequacy assessment, the provisions of submission to tender and the documents required:
4.1- The provisions of submission to the tender and the documents required:
4.1.1. According to the applicant’s legislation, the Certificate of Chamber of Trade and/or Industry or Chamber of Profession;
4.1.1.1. In case of a real person a document received in the year, which the first announcement about the tender was made, stating that the person in question is registered to the Chamber of Commerce and/or Industry or the Chamber of Profession,
4.1.1.2. In case of a legal person, a document received in the year, which the first announcement about the tender was made, from the Chamber of Commerce and/or Industry indicating that the legal person is registered in the record,
4.1.2. Signature Declaration or Signature Circular showing the authority to bid;
4.1.2.1. If the tenderer is a real person, then notarized signature Declaration,
4.1.2.2. If the tenderer is legal person, Commerce Register Newspaper showing the partners, members or founders of legal person and defining the current status of personnel working under the authority of legal person or, if this information is not present in a single Commerce Register Newspaper, all Commerce Register Newspapers to include this information or documents confirming these points and notarized Signature Circular of this legal person are required.
4.1.3. Letter of Proposal form and content of which is defined in the Administrative Specifications.
4.1.4. The bid bond structure and content of which is defined in the Administrative Specifications.
4.1.5. All or part of the purchase/work in the scope of the tender shall not be carried by subcontractors.
4.1.6. If the document submitted by the legal entity to prove the professional experience belongs to the partner of the legal entity who owns more than 50 percent of the legal entity, document to be obtained from Turkish Union of Chambers and Commodity Exchanges or chartered accountant or certified public accountant or notary public to verify that this requirement has been met for more than a date until the issuance of the said document.
4.2- Documents concerning economic and financial adequacy and the criteria applying to those documents,
4.2.1. 4.2.1. Documents to be obtained from banks
Banker’s reference letter, indicating unused cash credit, unused letter of guarantee or unrestricted deposited account in the amount offered by the tenderer on condition that it is no less than 10%,
This criteria may be fulfilled by adding the deposit and credit amounts or presenting more than one banker’s reference letter.
4.2.2. The balance sheet of the tenderer and equivalent documents
The following documents for the year before the tender;
a) Year-end balance sheet and the required parts of the balance sheet,
b) a document equivalent to documents stated in (a),
Presentation of any of the documents stated in a) and b) is sufficient.
Tenderer’s;
a) The current ratio (rotating assets/ short term debts) needs to be at least 0,75,
b) Equity ratio (equity/total assets) needs to be at least 0,15,
c) The proportion of short term debts needs to be less than 0,50. of the equity ratio,
Those three criteria need to be fulfilled by the tenderer.
Tenderers who do not fulfill the fore-mentioned criteria for the previous year can also present the documents of the past two years. In this case, whether the average of those two years fulfils the minimum criteria shall be taken into account.
4.2.3. Documents indicating the business volume
a) The income statement of the tenderer indicating the total turnover of the last year before the tender,
b) Invoices issued during the year before the tender documenting completed sales and completed parts of the sales going on under commitment,
Presentation of one of these documents is sufficient,
The amount of the total turnover shall be no less than 25% of the price to be offered by tenderer or the amount of sales for the finished works shall be no less than 15% of the price to be offered by tenderer. The tenderer who fulfils either of these criteria and who submits document proving this shall be considered sufficient.
Tenderers who cannot fulfill those criteria one year before the tender takes place can also present the documents of the past two years. In this case whether the average of those two years is able to fulfill the criteria shall be taken into account
4.3- Documents indicating professional and technical proficiency and the criteria applying to such documents
4.3.1. Documents on work experience
Documents indicating the work experience regarding the procurement of goods final acceptance of which were completed in the last five years before the first announcement date of the tender,
A document of work experience, about 40 % of the amount offered by the intending tenderer, shall be presented relating to the single contract governing similar procurements to be set in the tender document.
4.4- Similar work experience to be accepted:
4.4.1- Manufacturing and putting metro vehicles into operation shall be accepted as similar work experience.
5- Economically the most advantageous proposal will be determined only on the basis of the price.
6- The tender is open to all local and foreign tenderers.
There shall not be any price advantage for the local Tenderers in the tender.
7- Seeing and obtaining the tender document
7.1. The tender document can be seen in the address of the administration and can be provided from this address by paying 1,500 TL.
7.2. The Tenderers to bid for the tender have to buy this tender document.
8- Proposals can be either submitted to Istanbul Metropolitan Municipality Directorate of Tender Affairs M.Nezihi Özmen Mah. Kasım Sok. No:62 Floor: 4, Merter/Istanbul by tender date and time or sent to this address by registered and replied-paid post.
9- Tenderers shall submit their proposals as unit price. At the end of the tender, the contract will be signed with the willing tenderer on the basis that unit price will be multiplied by the total number of units. In this tender, the proposal will be submitted for all of the work.
In this tender, the offers will be for the complete work.
10- On condition that it is not less than %3 of the price they have offered, the Tenderers shall give a bid bond in the amount they have set.
11- The validity period of submitted proposals should be at least 120 calendar days starting from the date of the tender.
12- Consortiums cannot submit offer to the tender.
