Ali İhsan Baş was born in Trabzon,1970. He completed his education in Of. He graduated in 1994 from Selçuk University-Faculty of Economic and Administrative Sciences, Department of Public Administration. He studied in Marmara University-Institute of Social Sciences, Department of Finance, as a graduate student in 2002. Ali İhsan Baş started his professional career in 1995, in Istanbul Metropolitan Municipality.

Baş worked as a Deputy Auditor between 1995 and 1997, as an auditor between 1997 and 1998, as a Vehicle & Equipment Purchasing Deputy Director between 1998 and 1999, Expenditures Deputy Director between 1999 and 2000, Accounting Director in IETT General Directorate between 2000 and 2001. Baş was appointed as Finance Director in April 2005. He's married with one child.
