He was born in 1957, Bolu Dörtdivan. He completed his primary education in 1968, Dörtdivan, his high school education in 1975, Kayseri and Business Department of Ataturk University. In 1983 he completed his military service. Before and after military service, he worked in private sector until 1987. In 1987, he started to municipalism in Gerede Municipality, 1987, then he had a break and settled in Istanbul in 1994. In 1995, he was appointed to Pendik Municipality, Directorate of Financial Services. He worked there during 15 years. On 03/01st/2010, he passed to Istanbul Metropolitan Municipality and he was appointed Directorate of Financing.

Attending to Support Project to Local Governments which is common education project of Interior Ministry and EU, Local Government Financial Consulting, Ministry of Finance, Accounting Authority, he took Certificates of Accounting Authority. He executed seminar programs in municipalities. He has articles about finance. He is married with 3 children.
